The construction and renovations of Changhe Temple were closely tied to the merchant guilds of the Hsinchu area. In 1819 (the 24th year of Jiaqing), it was collectively funded and renovated by these merchant households. It underwent another renovation, again funded by merchant households, in 1866 (the 5th year of Tongzhi). Seeking convenience, these merchants used Changhe Temple as their meeting place, leading to its transformation into the guild hall for the Qian Jiao (Hsinchu merchant guild). Mazu and Shuixian Zunwang (Gods of Water Immortals), both maritime deities, are enshrined in the temple, making it a spiritual center for all the merchant guilds.
