After the outbreak of the 228 Incident, the Taiwan Provincial Political Reconstruction Association actively mediated between the government and the public, and participated in the Settlement Committee. On March 8, the association issued "A Letter to Our Compatriots," proposing principles and guidelines for political reform. After the crackdown began, officials arrested and killed association members, citing reasons such as communist organization and inciting public rebellion. The association's office was located on the second floor of Sanmin Bookstore at Section 2, Yanping North Road, Datong District, Taipei City, with Sanmin Bookstore on the first floor. Chiang Weichuan was also targeted for arrest due to his involvement in assisting the Governor-General's Office in mediating and handling the 228 Incident.
