A famous cafe founded by Zhan Tianma, who was a renowned film narrator during the Japanese colonial period. On February 27, 1947, investigators from the Monopoly Bureau conducted a raid near the Tianma Cafe. Cigarette vendor Lin Jiang-mai was arrested, and her money and cigarettes were confiscated. Lin and the crowd pleaded for leniency. During the ensuing argument, investigator Yeh Te-ken injured Lin, enraging the crowd. Another investigator, Fu Hsueh-tung, fired a warning shot, accidentally killing a passerby, Chen Wen-hsi. This incident further escalated tensions. The next day, citizens gathered at Taipei Bridge and marched to the Monopoly Bureau to protest, which subsequently evolved into the February 28 Incident.
