The Luoyang Cultural and Educational Foundation was established in 1995. In 2002, it moved into the old building of the former Jiefa Ganji Tea House. In 2003, the Xiluo Yanping Old Street Cultural Center was established, and in 2007, it was designated as a historic building. In 2024, it was elevated to become Yunlin County's first private museum, named the Xiluo Ecological Museum, dedicated to promoting the preservation of cultural heritage in old communities and the revitalization of old houses. For over a century, the old Jiefa house has stood firmly in Xiluo Street, evolving from Xu Jiefa & Co. to Jiefa Ganji Tea House, then to Xiluo Old Street Cultural Center, and finally to Xiluo Ecological Museum, carrying the mission of preserving and regenerating Xiluo's historical and cultural heritage. It is the only historic building in Yunlin County restored through public-private collaboration, and a demonstration site for the preservation and revitalization of old houses in Yunlin. Internally, we pride ourselves as Xiluo's local cultural center; externally, we serve as a gateway for domestic and international tourists and overseas compatriots entering Yunlin. Since 2010, it has operated international volunteer camps and mid-to-long-term international volunteer programs, making it the most internationally culturally connected place in central Taiwan. Through long-term dedication to Xiluo's cultural work, it has preserved Southeast Asia's longest bridge, the Xiluo Bridge, and envisioned it as an art corridor – an outdoor museum. "Starting with the restoration of an old house, then transforming it into an old street" is not just a slogan; it is a tangible action of the Xiluo old community revitalization movement, leading to the town's regeneration and fostering a resilient society. In 2020, it undertook the Yunlin County Plain Community College and initiated the concept of "museum-based education," achieving the transmission of local knowledge. The museum serves as a base for community development work, including Xiluo cultural heritage, local research, artifact collection, art archiving, talent cultivation, youth art initiatives, cultural and artistic performances, tourism information, and community data collection and dissemination. In 2024, it was awarded the Community Contribution Award at the Ministry of Culture's 2nd Community Building Awards, continuing to prioritize sustainable development and build the Xiluo cultural living sphere.
